The RRA is operated by a staff of two and nine member Board of Commissioners, who implement duties outlined in the Rutland City Charter and contract between the City and RRA.

Staff

Sean Adkins, Executive Director
A born and raised ‘New Englander’ Sean brings over a decade of experience in community and economic development, dating back to his first role within the field in 2011 in southern New England for the City of New London, CT. His education and career span the entire east coast in various roles, most recently as the St. Albans Town Manager after serving as Director of Economic Development for a county in SW Virginia. He has helped to recruit several companies, spearheaded BRE efforts and programs, and secured tens of millions of dollars’ worth of grant funding for his communities by doing what he loves to do – economic development. During his off time, he enjoys flipping houses by himself, riding his Harley, and spending time with his two pups, Howie and Sadie Girl.

Barbara Spaulding, Director of Grants & Outreach
Barbara has worked for the RRA for nearly 30 years and is a Lead Mentor and Ambassador with the Mentor Connector. She successfully administers City of Rutland grants across all departments. Barbara and her husband also host the famous Bellevue Avenue Haunted House.

Board of Commissioners
The dedicated RRA Board of Commissioners meets on the 2nd and 4th Tuesday of every month at 8AM in City Hall.
